Background
UNDP Cameroon coordinated, alongside the government, the
implementation of the first phase of the Regional Stabilisation
Facility, Cameroon window in the far north Region.The development and
implementation of joint action plans for the localities of Amchidé
(Municipality of Kolofata), Limani (Municipality of Mora) and Moskota
(Municipality of Mozogo), Blangoua (Municipality of Blangoua), Waza
(Municipality of Waza) since January 2020 has been facilitated in this
context. As a multi-donor project establishing a common funding
mechanism to achieve the scale and flexibility of responses needed for
stabilization and to enable a transition to longer-term development in
the Far North Region, the Project has set itself the following major
objectives: (i) Immediately stabilize specific areas, freed from Boko
Haram control, but where communities remain vulnerable to continued
infiltration and attack; ii) Increase community activities along the
corridor in coordination with security forces and local authorities to
maintain the return process.
The armed conflict following Boko Haram´s acts of violent extremism
in Cameroon´s Far North Region has slowed economic activity and
destroyed basic infrastructure in a region that already suffered from
high levels of poverty before the outbreak of conflict, further
increasing the vulnerability of these populations. Some villages and
towns in Cameroon´s Far North Region have become uninhabited due to Boko
Haram attacks, further reducing the presence of the state and the
provision of basic services. Added to this the recent community
conflicts, that consequences on social cohesion are unprecedented.
The second phase of the Stabilisation Project, which aims to improve
the social contract in the global sense of the term, gives an important
part to social cohesion, which must be understood as transversal
between the three main pillars of the project, namely: i) community
security and justice systems,ii) essential social services and
infrastructure and iii) short-term livelihood opportunities
Duties and Responsibilities
Ensure substantive support to Conceptualization and design of projects aimed at promoting peace and social cohesion:
a) Support in developing critical baselines on existing national and
state level peace and social cohesion capacities including ongoing
initiatives and mechanisms;
b) Identify and support in the integration of innovative approaches
in the design and roll out of social cohesion and peacebuilding work in
the RSF project implementing areas.
c) Identification and synthesis of best practices and lessons learnt
directly linked to the Programme into the portfolio under social
cohesion and peacebuilding
d) Support in the documentation of project outcomes, reporting and
packaging of knowledge and practices emanating from ongoing Peace
Building work in the region
Contribute to effective implementation of project monitoring and evaluation strategy:
a) Effective support in the application of Results Based Management
tools, establishment of management targets and monitoring achievement of
peacebuilding and social cohesion results
b) Support in the design and formulation of programme Monitoring and
Evaluation strategies, ensuring alignment with the Country Programme
Action Plan
c) Support in capacity enhancement efforts targeting implementing
partners to improve Reporting, Monitoring and Evaluation of
peacebuilding and conflict prevention work

Required Skills and Experience
Min. Academic Education:
High School Degree or Equivalent
or
Bachelor’s degree or equivalent in Social Sciences or related courses.
Min. years of relevant Work experience:
A minimum of 04 years of progressive relevant experience in
peacebuilding and conflict prevention or other relevant experience
related.
Or
For Bachelor’s Degree : a minimum of 01 Year of progressive relevant
experience in peacebuilding and conflict prevention or other relevant
experience
Required skills and competencies:
Experience in the use of computers and office software packages such
as (MS Word, Excel, and Power Point) and web-based management systems
is essential
Desired additional skills and competencies:
• Knowledge of the UN and UNDP programme operations would be an added advantage.
• Experience working in peacebuilding in the Far North Region is an added advantage.
• Experience in provision of operational support to
peacebuilding and social cohesion programs, monitoring and evaluations
in the field is desirable.
• Working knowledge of English would be an added asset
Required Language(s)
• Fluency in French (both oral and written)
• Knowlegde of local langauages ( Fulani and Arabic at least)
